Rural Community Assistance Program (RCAP)

Community Action Kentucky receives funding from the Great Lakes Rural Community Assistance Program to operate RCAP in Kentucky.  RCAP's programs are targeted to rural communities with populations of fewer than 10,000 people.  It specializes in building the capacity of rural residents of communities with populations under 3,300.

   

Kentucky RCAP services are available to elected officials, utility owners and operators, community leaders, and others living in rural communities at NO cost.  These services help people to: 

  • Gain access to safe drinking water supplies;
  • Treat or properly dispose of wastewater;
  • Protect groundwater supplies and watersheds;
  • Plan and finance infrastructure projects;
  • Responsibly manage and operate community facilities;
  • Build leadership capacity in the community;
  • Understand state and federal environmental regulations and requirements;
  • Conduct vulnerability assessments and develop emergency response plans;
  • Improve or expand solid waste collection and recycling options; and
  • Develop a vision for the future in their communities.

Although the specific services that Kentucky RCAP provides depends on the needs of the individual community, the services vary from conducting needs assessments, rate studies, and environmental reports to project administration.  Since 2000, Kentucky RCAP has assisted more that 120 communities with water and wastewater issues.

With its roots firmly planted across the Commonwealth, Kentucky RCAP is looking ahead.  Over the next several years, RCAP will continue to expand its current services to meet the growing demand for assistance.
